RE: Online and Anonymous Complaints Now Accepted
The Liquor Control Division is now accepting online complaints and anonymous complaints through the eLicense system. The system will allow you to enter all information about your complaint and upload any documents or pictures. You may disclose your name and contact information, or you may remain anonymous.
To file an anonymous complaint:
- Visit elicense.ct.gov.
- Scroll down to “More Online Services” and click “File a Complaint.”
- Click the “File a New Complaint/Claim” button.
- Select “Liquor Control” under the “Type of Complaint” menu.
- Fill in the information for the premise that is the subject of your complaint and proceed to the next screen.
- Input your name and contact information or select the anonymous button. Note that this is the only way to submit a fully anonymous complaint.
- Click through the next informative prompts.
- Fill in the information about your complaint and upload any documentation (photos, receipts, videos, etc.).
The Department encourages you to include your name and contact information with a complaint, as we may need more details from you to start an investigation. If you submit an anonymous complaint, the Department cannot contact you for additional information, nor will you receive updates about your complaint.
Although you do not need an eLicense account to submit a complaint, you may log into your account if you have one or create an account before you begin if you would like to save a copy of your complaint. Note that all complaint information submitted through the eLicense system is subject to the Freedom of Information Act.

RE: Local Health Approval for On-Premise Permits
For all on-premise applications filed on or after December 1, 2022, the Department will require applicants to submit approval from their local health department with their liquor permit application. Applicants can complete this requirement in two ways: (1) submit a copy of a food service license reflecting the trade name or the name of the backer entity, or (2) complete the Public Health Certificate attached to the on-premise application.

RE: Changing Your Trade Name
Liquor Control has a new online process for changing the trade name of your business.
You can now change your trade name through your current e-License credential account. Using the online process will result in an immediate update to your trade name. Emailed, mailed, or faxed trade name change requests will no longer be accepted.
Steps to update your trade name:
- Go to https://elicense.ct.gov.
- Log into your active credential’s account with your existing user ID and password. (You must use the credential given to you when your permit was issued; do not create a new user ID.)
- Once logged in, scroll down to “More Online Services,” and then click “License Maintenance.”
- Select the credential you wish to update and click “Start.”
- From the drop-down menu, select “Trade Name/DBA Notification Request” and complete the submittal process.
- Once the trade name change request is submitted, you will receive an immediate email from the Department acknowledging the change. Upon receipt of the email, your trade name change is complete, and you will receive an updated permit by email reflecting the new trade name. The permit will be sent to the primary email address on record.
Please note that a trade name change is not the same as a backer entity change. If there are changes to the backer entity, additional paperwork may be necessary.
